Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) division and the Department of Health and Wellness. As well, EMC operates TeleHealth 811 Mental Health and Addictions for Nova Scotia and Prince Edward Island for the Department of Health. 

EMC delivers a high-quality pre-hospital care program and Telehealth service to Nova Scotians each and every day. We achieve this through the more than 1,400 employees who work with us including highly-trained paramedics, nurses, medical communication officers and support staff.

Reporting to the Manager of Human Resources, the HR Lead is both a strategic and hands-on role that provides full cycle Human Resources leadership on organizational initiatives. The role is critical in executing our people initiatives, providing great internal customer support, and driving HR functional excellence and process and program development and improvement. The HR Lead is required to work collaboratively with other HR professionals across our Medavie Health Services and Medavie Inc.

The HR Lead offers innovative HR solutions to challenging human resources related issues faced by our business and will lead various province-wide special projects, programs and initiatives in our operation. The HR Lead plays a strategic part in supporting operational project teams from design concept through to execution, and will be required to lead joint committees with our union stakeholders. The HR Lead leads and enhances the organization's human resources by planning, implementing and evaluating employee relations and human resources policies, programs and practices.


The position entails, but is not limited to the following:

· Key to this role is the establishment of service direction, building of staff capabilities, and staff development through the ongoing Performance Management process that relate directly with the HR Advisor's and HR Administrator's. The HR Lead is responsible to lead performance development with the department, establishing annual goals and personal development linking to the organizations strategic direction.

· Lead and manage HR Advisor's and HR Administrator's on a daily basis in building capabilities, implement changes to improve service levels and maintain relationships with stakeholders. This includes regular touch points, coaching, discipline; navigating EFAP, OHS, Health & Wellness, payroll and managing performance, goals and expectations.

· Lead and mentor HR Advisor's and HR Administrator's in the application of common human resources processes.

· Organize, plan and achieve results safely while managing competing and changing priorities.

· Leverage strong interpersonal skills in order to foster and maintain successful and influential relationships.

· Provide advice on compliance with applicable legislation such as the Employment Standards Act, Labour Relations Act, Human Rights Code, and/or EMC and MHS specific policies.

· Create, plan and deliver HR program materials and internal HR policies.

· Work as a change agent in the development and execution of HR initiatives.

· Be a true business partner to organizational leadership, other divisional functions, and employees in all HR matters, by understanding business challenges and goals and developing trusting relationships.

· Participate in the broader HR community including participating in Medavie initiatives and projects.


Qualifications & Requirements:

· Minimum eight years' experience in progressively human resources generalist role with at least 3 years' experience in a progressive Human Resources generalist role, preferably working in a unionized environment.

· Proven experience leading major Human Resources initiatives from implementation through to execution is required

· Previous experience working in a unionized workplace is beneficial

· Possess an undergraduate degree in Business, Labour Studies, Human Resources or a related discipline, experience and education taken into account

· Possess a Chartered Professional in Human Resources (CPHR) designation, or working toward it is an asset

· Experience with rapid and complex changing work environment

· Passion for innovative HR solutions and process improvement

· Success in creating and driving effective employee relations, retention and reward programs

· The ability to be comfortable with high volume workload and not be afraid to "roll up your sleeves"

· A strong solutions focus and be comfortable working in an environment which demands strong deliverables along with the ability to identify problems and drive appropriate solutions

· Possess proven conflict resolution skills

· Strong internal and external customer service focus

· The ability to manage multiple priorities simultaneously - orientated on results

· Excellent organizational and interpersonal skills

· Excellent oral and written communications skills

· Computer proficiency with Microsoft Office products.

· Experience with Human Resources Management Systems, such as Workday
